Cook 3 cups of rice and set aside.
Sauté in oil over medium low heat the bell pepper and onion until onion is almost brown. Add the parsley and shallots and sauté for 10 minutes. Add the tomato sauce and cook for 10 minutes.
Add shrimp and cook 15 minutes, then add the sliced smoked sausage and cook for 10 minutes longer.
Add 3 cups water and cook for 30 minutes over medium heat stirring as needed.
Add oysters and crab meat and cook for 15 minutes.
Add the cooked rice a little at a time stirring until the rice is well blended to the consistency you like (you do not have to use all the rice).
Heat the mixture stirring occasionally over medium heat for 15 minutes.
