Preheat oven to 350 degrees.
Brown meat; cook onions, bell pepper, celery, and garlic in a Magnalite or iron skillet until other ingredients are soft. Drain any excess oil.
Combine mixture with chopped tomatoes, tomato paste, rice, green onion tops and soup. Spray a Pyrex size 13x9x2 with Pam or other cooking oil spray. Place mixture into casserole dish, cover and seal with aluminum foil.
Bake for one hour.
