Preheat oven to 350 degrees.
Sift all dry ingredients. Blend in butter. Add milk, eggs, and vanilla and mix well.
Divide into 24 balls. Roll out on floured surface and add any filling you desire.
Fold over and crimp. Punch holes in top to vent.
Bake at 350 degrees until golden brown (15 to 20 minutes).
