In a glass bowl, mix the ground meat, corn, onion, bell pepper, garlic powder, salt, baking powder and black pepper. Pour in a greased baking dish.

Top the baking dish with the chopped peppers, cornbread mix, and lastly, the cheese. Cook for 1 hour at 350 degrees.
