Preheat oven to 450 degrees.
In a medium glass bowl, sift the flour once, measure. Add the baking powder and salt and sift again. Cut in the shortening. Add milk gradually, until soft dough is formed.
Roll out on a slightly floured board, and cut out circles of desired size. Bake for 12 to 15 minutes until golden brown.
