Fix this in the dish and bake it in the dish.
Grease a 2 quart casserole. Measure the rice and place an even layer on the bottom of the dish.
Mix together the flour, chili powder, salt and pepper. Sprinkle 1/3 of the mixture over the rice; dot with a little butter.
Next mix the ground meat with onion and spread over the rice. Repeat the flour mixture and butter.
Make a layer with the tomatoes including the liquid and repeat with the flour seasonings. Note you might want to try substituting with Rotel Brand Tomatoes. Spread the corn on top and dot with butter.
Sprinkle bread crumbs over the top, cover and bake in a moderate oven
350 degrees for 45 to 50 minutes.
